Krāslava Waste Management: New Mandatory Contracts for Dagda Area

Residents and property owners in the Krāslava municipality of Latvia are being alerted to a major shift in local utility services. Following recent amendments to municipal regulations, the region is consolidating its waste management into a single administrative zone. This change marks the end of the previous multi-provider system and mandates that all residents in the Dagda area transition to a new service provider.

Areas Affected by the New Waste Regulations

The transition specifically impacts those who were previously serviced under “Zone 2.” This includes a wide geographic area encompassing:

  • The town of Dagda
  • The parishes of Andrupene, Andzeļi, Asūne, Bērziņi, Dagda, Ezernieki, Kastuļina, Konstantinova, Ķepova, Svariņi, and Šķaune.

For property owners in these locations, existing waste disposal contracts will no longer be valid once the new system fully takes effect. The consolidation is part of a broader effort by the Krāslava District Council to unify service standards and pricing across the entire municipality, which has grown significantly in size following national administrative reforms.

Key Deadlines and the New Service Provider

Starting from June 20, 2026, the municipal-owned company SIA “Krāslavas nami” (registration No. 45903001693) will serve as the sole waste management provider for the entire Krāslava administrative territory.

Under Section 16, Paragraph 4 of the Latvian Waste Management Law, residents in the affected parishes are legally required to sign new service agreements. The municipality has established a two-month window from the date of the official announcement to complete this process. For international residents or those managing properties from abroad, it is vital to act within this timeframe to avoid potential fines or the suspension of waste collection services.

This administrative change mirrors similar utility consolidations across the Baltic states, where local governments are seeking to improve efficiency by moving away from fragmented private contracts toward unified municipal oversight. For those accustomed to the UK’s council-led waste collection, the primary difference here is the requirement for the individual property owner to proactively sign a commercial contract with the designated provider.
