West Northamptonshire Council has approved a five-year strategy to address domestic abuse and sexual violence, aiming to transform how the county supports victims and holds perpetrators accountable. The roadmap, covering the period from 2026 through 2030, was ratified during a Cabinet meeting on 5 May, establishing a framework for coordinated action across local services and community partnerships.

This policy development comes as local authorities seek to address the high volume of reported incidents while reaching those currently suffering in silence. The initiative follows recent efforts to provide expanded support for domestic abuse survivors through trauma-informed care and earlier intervention programs.

Recorded incidents highlight scale of local challenge

Domestic abuse and sexual violence remain significant and often hidden issues within the county. Data recorded in the year leading to March 2025 revealed 17,572 related incidents and crimes across Northamptonshire. These figures have driven the urgency for a “whole-system” response that moves beyond reactive policing toward long-term prevention.

The Domestic Abuse and Sexual Violence Strategy 2026-2030 explicitly recognises the disproportionate impact these crimes have on women and girls. However, the framework also acknowledges that individuals from all backgrounds can be affected. It highlights that certain demographics may face additional barriers when attempting to access support, necessitating a more inclusive approach to service delivery.

Five priority areas for county-wide safety

The strategy was developed jointly by West Northamptonshire Council (WNC) and North Northamptonshire Council (NNC), with the latter expected to consider the document at an Executive meeting next week. The planning process involved extensive consultation with professionals, partner agencies, and individuals with lived experience of abuse.

The framework is built around five core pillars intended to guide local action over the next four years:

  • Early intervention and prevention: Identifying risks before they escalate into serious harm.
  • Support and protection: Ensuring all victims and survivors have access to high-quality care.
  • Building trust and confidence: Improving how residents interact with and rely on local services.
  • Coordinated community response: Strengthening partnership working between different agencies.
  • Holding perpetrators to account: Consistently challenging abusive behavior and ensuring legal consequences.

Northamptonshire Women’s Charter and future implementation

As part of the wider commitment to safety, West Northamptonshire Council will sign the Northamptonshire Women’s Charter. This initiative, led by the Police, Fire and Crime Commissioner, calls on local organisations to take practical steps to improve safety for women and create more respectful environments in both workplaces and public spaces.

Cllr Hastie noted that signing the charter reinforces the council’s commitment to ensuring that everyone, particularly women and girls, can live free from fear. The delivery plan for the overarching strategy will focus on measurable progress and strong governance, with survivor voices continuing to shape how services are adjusted over time.
