Shropshire leadership reshuffle targets housing and financial stability
Shropshire Council Leader Heather Kidd has revised the authority’s Cabinet structure, effective today, May 14, 2026. The reshuffle aims to sharpen the council’s focus on housing and financial recovery following the appointment of permanent Chief Executive Tanya Miles to lead the county’s service transformations.
Realigned portfolios for 2026
The changes include the creation of a new Communities and Environment portfolio, led by Sarah Marston, which consolidates oversight for libraries, leisure, and youth services. Several existing roles held by Councillors Roger Evans, David Vasmer, Rob Wilson, and James Owen have been slimmed down to allow for more concentrated political leadership in high-priority areas.

Economic strategy and savings drive
Deputy Leader Alex Wagner has moved into a new role specifically tasked with leading the council’s push for savings and economic strategy. This portfolio merges financial improvement with corporate services and economic growth. The move follows recent housing initiatives in Shrewsbury that demonstrated how service shifts can contribute to significant budgetary savings.
Ruth Houghton has expanded her remit to include Public Health alongside Adult Social Care, while Andy Hall takes on Children’s Services as part of his Education brief. David Walker remains in his position overseeing the Planning portfolio.
Long-term financial sustainability
Leader Heather Kidd stated that while the council has made progress in stabilizing its finances, the next phase requires a disciplined approach to ensure lasting improvement. The reshuffle is designed to align political leadership with the necessity of becoming financially sustainable.
“This next phase is about turning stabilisation into lasting improvement,” Kidd said. “It will take a huge collective effort to stay tough and disciplined in the decisions we take. These changes will ensure we have more focussed Cabinet portfolios.”
