Croydon Council has officially confirmed the appointment of Conrad Hall as its permanent Corporate Director of Resources. In this statutory role as the Section 151 officer, Hall will take full responsibility for the local authority’s financial strategy and the management of its operational budget.

Financial leadership and governance responsibilities

As the head of resources, Hall oversees a wide-reaching portfolio that includes the council’s audit, property, and procurement departments. His remit also extends to human resources, legal services, and digital infrastructure. As a member of the corporate management team, he is tasked with maintaining high governance standards while the council navigates its ongoing financial recovery.

Professional background and interim performance

Hall brings more than two decades of local government experience to the role. Before his move to south London, he served as the Corporate Director of Resources and Section 151 officer at Newham Council. He originally joined Croydon Council on secondment in January, allowing the administration to evaluate his performance before the Appointments and Disciplinary Committee moved to make the position permanent.

Strategic focus on the Future Croydon programme

The appointment is central to the “Future Croydon” transformation initiative, which aims to modernize council services and improve cost-efficiency. Executive Mayor Jason Perry noted that Hall’s expertise is vital for ensuring the borough provides value for money and remains on a sustainable financial path.

Hall expressed his commitment to the borough, noting that his first four months on secondment provided a rewarding introduction to the local team. The appointment will be formally ratified during the next meeting of the Full Council.
