Representatives from Lithuania’s Committee on National Security and Defence (NSGK) have convened in Riga for the annual Baltic and Nordic parliamentary defense forum. The meeting, which brings together security leaders from across Northern Europe, focuses on harmonizing regional responses to evolving security threats on NATO’s eastern flank.

Laurynas Kasčiūnas, Deputy Chairman of the NSGK, and committee member Tomas Martinaitis are representing Lithuania in discussions with counterparts from the Baltic Sea and Nordic states. The forum serves as a critical platform for aligning defense priorities, particularly regarding crisis management and the ongoing support for Ukraine.

Strengthening the Eastern Flank

A central pillar of Lithuania’s presentation at the forum involves the establishment of a national military division and the logistical preparations required to host a permanent German army brigade. This move represents a significant shift in regional deterrence, moving toward a more permanent and robust allied presence in the Baltics.

Parliamentarians are also exchanging expertise on military recruitment models, comparing the effectiveness of mandatory conscription against voluntary service—a debate of increasing relevance across Europe as nations seek to bolster their standing armies in response to geopolitical shifts.

Investing in Future Warfare

The forum addressed a strategic dilemma facing all regional partners: ensuring that current defense investments target the technologies of future warfare rather than outdated systems. Discussions emphasized strategic communication and the integration of advanced technologies to counter modern hybrid threats.

Established in 1998, the forum has expanded its scope over the decades. Since 2011, representatives from Germany and Poland have also participated, reflecting the growing interconnectedness of security and defense policy across the entire Baltic Sea region.
