North Yorkshire leadership change as David Chance takes chair role

Cllr David Chance has been elected as the fourth chair of North Yorkshire Council, taking the helm during a pivotal year for the local authority. Members voted for Cllr Chance during the annual general meeting on Wednesday, May 20, where he succeeded Cllr George Jabbour.

Preparation for 2027 all-out elections

The next 12 months represent a significant period for the county, leading up to the first all-out elections since the unified council launched in April 2023. These elections, scheduled for May 6 next year, will allow voters to shape the future direction of the authority. Cllr Chance pledged to promote local democracy and ensure the council serves all residents and businesses effectively. Alongside him, Cllr John Ritchie, representing the Woodlands division, has been appointed as vice-chair.

Career background and regional experience

Cllr Chance brings 15 years of local government experience to the role. First elected to the former Scarborough Borough Council in 2011, he later represented the Whitby and Mayfield-cum-Mulgrave division. His career includes holding the tourism and culture portfolio and serving on the executive for stronger communities and public health. This leadership transition occurs alongside other major regional developments, including seven major projects to transform Scarborough and the ongoing implementation of the North Yorkshire nature strategy.

Professional history in tourism and arts

Before his retirement in 2020, Cllr Chance held various roles in tourism and the creative industries. He served as a board member for the Stephen Joseph Theatre in Scarborough and the Woodend Gallery and Studios. His professional background also includes time with the Union-Castle Mail Steamship Company and leadership positions in tourist boards in Scotland and Cambridge. Since 2016, he has represented the council on the North Eastern Inshore Fisheries and Conservation Authority, where he currently serves as vice-chair.
