Panevėžys Housing Support: Applications Open May 19 for State Grants
Prospective homeowners in Panevėžys are preparing for a critical financial window as the Lithuanian Ministry of Social Security and Labour announces a new round of state-subsidized housing loans and grants. Starting at 9:00 AM on May 19, 2026, the application portal will open for a limited pool of funding totaling approximately €5.6 million.
This initiative is designed to help low-to-moderate income residents enter the property market, but the “first-come, first-served” nature of the scheme means that preparation is essential. Once the allocated funds are exhausted, the application window will close immediately, leaving those who were not fast enough to wait for future calls. For the Lithuanian diaspora or those currently residing in the UK with plans to return to Panevėžys, understanding the digital requirements and eligibility tiers is the first step toward securing a home.
Eligibility and Income Thresholds
To qualify for this state support, applicants must have declared their place of residence in Panevėžys City. The scheme is strictly means-tested, looking at both the annual gross income and the total value of assets held by the individual or family. These limits are calculated based on the State Supported Income (VRP), which currently stands at €233.
For a single person, the annual income limit is set at €24,698 with assets not exceeding €30,057. For a family of two, the combined income limit rises to €34,484. As family size increases, the thresholds are adjusted to accommodate the higher cost of living, ensuring that the support reaches those who truly need it. Crucially, applicants must not already own a home in Lithuania, or must have been without a property for at least five years prior to the application date.
Grant Percentages and Loan Caps
The support is divided into two components: a state-compensated housing loan and a non-repayable subsidy (grant). The size of the subsidy depends heavily on the family’s social status:
- 15% Grant: Available to young families with no children.
- 20% Grant: For families raising one child.
- 25% Grant: For families raising two children.
- 30% Grant: Reserved for families with three or more children, persons with disabilities, former orphans under 36, and single parents.
The maximum loan amounts are also capped. A single individual can apply for a state-backed loan of up to €53,000, while a family of two or more can access up to €87,000. These funds can be used for purchasing a home, building a new property, or reconstructing an existing one anywhere within Lithuanian territory, provided the applicant is registered in Panevėžys.
The Application Process: Digital vs. Physical
The most efficient way to apply is through the Social Assistance Information System (SPIS). Using this digital platform offers several advantages, including automatic registration and the elimination of the need for a separate qualified electronic signature, as the system verifies identity through banking portals or the State Digital Gateway.
For those unable to use SPIS, applications can be submitted to the Panevėžys City Municipality Administration’s Social Affairs Department (Laisvės a. 20, Room 123). If submitting via email, the application must be signed with a valid qualified electronic signature. Unsigned emails or those sent before the 9:00 AM start time on May 19 will be rejected without consideration.
Essential Pre-requisites
Before the application window opens, all candidates must ensure their tax affairs are in order. A mandatory requirement is the submission of the annual asset and income declaration (Form FR0001) to the State Tax Inspectorate (VMI). Without this declaration on file, the municipality cannot verify eligibility, and the application will be stalled.
Because no waiting lists are maintained for this specific call, speed is of the essence. If the €5.6 million fund is depleted before an application is processed, the resident will have to re-apply during the next funding cycle. Priority is only given to those applying for additional subsidies who already have an existing state-backed loan.
